In a small saucepan, combine the water and sugar. Place the saucepan over medium heat and stir until the sugar dissolves completely.
Once the sugar has dissolved, add the dried lavender buds to the saucepan. Stir to combine.
Bring the mixture to a gentle boil and then reduce the heat to low. Let it simmer for about 10 minutes to allow the flavors of the lavender to infuse into the syrup.
After simmering, remove the saucepan from the heat and let the syrup cool completely.
Once the syrup has cooled, strain it through a fine-mesh sieve or cheesecloth to remove the lavender buds. This will give you a smooth syrup without any solid particles.
Transfer the lavender syrup to a sterilized glass jar or bottle with a tight-fitting lid.
